Harnessing the Dynamics of Change
A new Change Management program, designed for the federal public service, has been jointly developed by the Canada School of Public Service (CSPS) and Queen’s University Industrial Relations Centre (IRC). The program addresses a significant need in the federal public service for a common language and approach to managing change, now a staple of organizational life.
The CSPS conducted an extensive review of change management models and training providers and was impressed by the robust methodology developed by the IRC. The CSPS believes that the Queen’s model and material map well onto the unique environment of the public service and provide the best platform upon which to develop a curriculum customized for specific use in the public sector.
The IRC model covers the entire process of planning and implementing change; it is based on empirical research with more than 300 organizations to determine the success factors of enduring change. The model has been field tested and validated in scores of public and private organizations.
Using the IRC model as a foundation, the CSPS and IRC customized a program that recognizes the dynamics in the federal public service and that is geared to intact senior management teams. The program allows these teams to learn a proven and practical change methodology using an actual change initiative on which they are working. The CSPS and Queen’s IRC believe that this material will provide a solid basis upon which to develop successful and consistent change management practices and, therefore, to be able to draw comparative ‘leading practices’ in managing change in the public service.
The Canada School of Public Service is the common learning service provider for the Public Service of Canada. It aims to: design and deliver learning that is foundational for the public service; provide strategic advice to departments on how to develop and implement learning strategies to advance corporate priorities; capture the best and latest in public sector management practices to share across the public service; create a high-quality marketplace for learning solutions; and measure and report on learning undertaken and results achieved across the public service.
Founded in 1937, Queen’s University Industrial Relations Centre is Canada’s leading university management development unit for practitioners in human resource management, organizational development, and industrial relations. Dedicated to building critical competencies in organizational effectiveness, Queen’s IRC offers open enrolment programs in areas such as negotiation skills, organizational design, and partnership development. Queen’s IRC is also home to a research and publication program that acts as a bridge between the academic and practitioner worlds.
