Vic Pakalnis of Ontario’s Ministry of Labour is Amethyst Fellow at Queen’s School of Policy Studies


The Ontario Public Service’s Amethyst Fellow for 2007-08 at Queen’s School of Policy Studies (SPS) is Vic Pakalnis, Regional Director, Eastern Region, Ministry of Labour, SPS Director Arthur Sweetman announced today.

Vic Pakalnis has been a long time civil servant in the Ontario government, working in a variety of capacities in the Ministry of Labour since 1978, including as Provincial Director of Mining and Director of the Industrial Health and Safety Branches. Since 1991 he has been the Regional Director, Eastern Ontario, with corporate and program responsibilities for Construction, Mining and Industrial Health and Safety, Employment Standards, Professional and Specialized Services, and Corporate Service.

In June 2007 he received the prestigious Amethyst Award for public service excellence.

Prior to joining the Government of Ontario, Vic worked at Falconbridge Nickel Mines Ltd. as a Ground Control Engineer, at Iron Ore Company of Canada, at Inco Ltd., Kerr Addison Mines as an underground miner, and in exploration with Kerr Addison Exploration and Rimrock Ltd. in British Columbia.

Vic is the author of a number of papers on subjects such as health and safety issues, training, and organizational design. He chaired the tri-partite Provincial inquiry into Health and Safety in the Pulp and Paper Industry. The report produced a consensus report accepted by industry, labour, and government. In 1995, he co-led the Early Wins Team within the Internal Administration Restructuring Project. This project was charged with reducing the cost of administration within the Ontario Public Service by $300 million.

Vic is a member of the Association of Professional Engineers of Ontario and the Institute of Public Administration of Canada. He serves on the Board of Directors of the Radiation Safety Institute of Canada, the Transportation Health and Safety Association, and Minerva Canada, which promotes the introduction of occupational health and safety in schools of business and engineering.

Vic earned a Bachelor of Engineering Degree in Mining Engineering and a Master of Engineering Degree from McGill University in 1972 and 1976 respectively. In 1994, he obtained a Master of Business Administration from Queen’s University. Vic has in the Masters of Industrial Relations program at Queen’s.
